Phillip Eaglin, PhD

Phillip G. Eaglin, PhD is a nationally recognized leader in science, STEM, computer science, and artificial intelligence education with more than 35 years of experience expanding access and opportunity for underrepresented communities. As Founder and CEO of Changing Expectations, an Austin, Texas–based nonprofit, he builds inclusive pathways that ensure Black learners are not only users of emerging technologies, but ethical designers and decision-makers. Dr. Eaglin has influenced education policy and practice at the local, state, and national levels through his work with the U.S. Department of Education’s Eisenhower Mathematics and Science Consortium, the Texas Education Agency, and as a high school physics and chemistry teacher. He has served as Principal Investigator on multiple U.S. National Science Foundation (NSF)–funded initiatives advancing inclusive AI and computing education and was Co-Chair of the 2025 HBCU AI Conference at Huston-Tillotson University in Austin, Texas.
